Great Big Sea recorded an original composition on one of their earlier CDs called "Seagulls" but I highly doubt it's the same song...it would be neat if it was though, it's really catchy :P

"Seagull" is several possibilities. I am hoping it is the Bad Company tune from their first album, back in the early 70s. There is also a Steeleye Span song called "Seagull" (they also did "Calling On Song"). I'm not familiar with that song, but I would bet that's the version the Cottars did.

And it could totally be something else, there are lots of Seagull songs. :)
